Lehendakari Iñigo Urkullu and the Secretary General of the Organization of Ibero-American States for Education, Science and Culture (OEI), Mariano Jabonero, have signed a collaboration agreement to develop joint efforts regarding education, science, and culture between the Basque and Ibero-American communities, bearing in mind the historical, cultural, and social ties that bind both communities. The agreement was signed during the OEI Secretary General’s visit to Ajuria Enea Palace.
With the agreement, the Basque side commits to participating in the design and execution of cooperative projects aimed at strengthening professional and technical education systems, especially in the areas of innovation, teacher and administrative training, dual professional training, distance teacher training, as well as developing national grading frameworks for similar programs throughout Ibero-America.
According to the joint press release, both sides will carry out a broad range of work together, especially in the field of higher and technical-professional education, an area that is highly developed in the Basque Country. It will also go deeper in carrying out research on education and technological change, bearing in mind the opportunities and risks in areas of common interest, such as automation and the devaluation of knowledge in Ibero-America.
With this agreement, the door is opened to Basque universities to actively participate in the regional strategy program the OEI calls Ibero-America University 2030, which aims to create a common Ibero-american space regarding higher learning and research. So, the agreement provides for several lines of possible collaboration, such as information and experience exchanges, mobility grants for teachers and students, shared research projects, internships, and other joint strategies that promote the internationalization of Ibero-American universities.
Innovation and culture are also well covered in this agreement. Regarding science, the role of the Basque research center Tknika will be promoted as an important information hub, spreading its best practices throughout the OEI, especially in matters of professional training in topics such as automation and the challenges presented by Industry 4.0.
The agreement also provides for the participation of the Basque Government in projects about cultural routes and tours, as well as on projects related to the development of the economy of cultural industries. Along those lines, the OEI will work in alliance with the European Institute of Cultural Routes (EICR), a body of the Council of Europe.

For the Basques, it is fundamental to build bridges and canales with the Americas, a part of the world where the presence of our compatriots has always been important, as has their role and influence.
